The Shaykh : It is not permissible for a person to intentionally delay the regular voluntary prayer of Fajr until after the obligatory prayer, because that necessarily entails praying a voluntary prayer during the prohibited times without a reason that requires it. However, if he misses the regular voluntary prayer of Fajr, there is no blame on him for making it up after the Fajr prayer and before the sun rises. For example, if he arrives and the imam has already entered the prayer, he joins the imam, and when he finishes the obligatory prayer, there is nothing wrong with performing the regular voluntary prayer. If he delays it until the Duha time, after the sun has risen the length of a spear, there is nothing wrong with that either. However, it is better for him to pray it after the Fajr prayer if he fears forgetting it or if it becomes burdensome for him at that time.
