Fatwa number ( 2949 )
Q: I am an elderly, widowed woman of advanced age, and I have a daughter-in-law. I have an older sister who lives in al-Dammam and has no one besides Allah. I visit her from time to time, and when I want to go, they ask me for a mahram at the bus station. Since I have no mahram and this is my situation, I am unable to provide one, as a mahram is not hired but must be a family member or relative. I ask you to look into my situation, may you not be lacking.
May you not be absent from us.
A: It is not permissible for a woman to travel except with her husband or a mahram, except out of necessity; due to the generality of what Ibn Abbas (may Allah be pleased with them both) narrated from the saying of the Prophet (peace and blessings be upon him):Sahih al-Bukhari 1862 It was narrated by Ahmad and al-Bukhari and Muslim . And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

A woman should not travel except with a Dhu-Mahram (her husband or a man with whom that woman cannot marry at all according to the Islamic Jurisprudence), and no man may visit her except in the presence of a Dhu-Mahram.
