Answer:
The correct view is that a mahram (a relative one may not marry) is required; based on the saying of the Prophet (peace and blessings be upon him):
A woman does not travel except with a mahramلا تُسافر امرأةٌ إلا مع ذي محرمٍ
Musannaf Ibn Abi Shaybah 9:2565
It is agreed upon that it is authentic.
As for the hadith:
She fears nothing but Allah and the wolf for her sheepلا تخاف إلا الله والذئبَ على غنمها
, this does not contain permission, but rather it is a report about the existence of safety and that this occurs. Reporting on reality is different from explaining the rulings of the Shari'ah (Islamic sacred law); reporting on reality is one thing, and rulings are another. This is deception by using this as evidence. This is following the ambiguous (mutashabih), and the Messenger (peace and blessings be upon him) said:
When you see those who follow the ambiguous (mutashabih), those are the ones whom Allah has named, so beware of themإذا رأيتُم مَن يتبع المتشابه فأولئك الذين سمَّى الله فاحذروهم
. This is not permissible. It is obligatory to take the clear, authentic, and explicit hadiths. For this reason, he (peace and blessings be upon him) said:
A woman should not travel except with a Dhu-Mahramلا تُسافر المرأةُ إلا مع ذي مَحْرَمٍ

. And when it was reported to him that a man’s wife had gone out for Hajj (the major pilgrimage) while he was on a military expedition, he said:
Go and join your wife in Hajjانطلق فحُجَّ مع امرأتك

However, some scholars permitted a woman to travel with trustworthy, safe women, but this is an exercise of independent legal reasoning (ijtihad), and the correct view is contrary to that. The Messenger (peace and blessings be upon him) was the most eloquent of people and the most sincere in advice. If this had been permissible, he would have said: "Except with a mahram (a relative one may not marry), or with trustworthy women." He did not add this extra phrase. He said:
but in the company of a Mahramإلا مع ذي محرمٍ

(peace and blessings be upon him). He knew how to speak, he knew how to advise, he knew how to clarify, and he was the most capable of people in explanation (peace and blessings be upon him).
