Q: We have a very bad custom, which is that a woman goes out in a state of tabarruj (displaying her adornment) without wearing any jilbab (outer garment) or covering, without modesty or decency. We have advised them against this and ordered them to observe hijab (the covering prescribed for women), but the men refused before the women did. Their excuse is that a woman has no blame in exposing herself to the people of her village. They say they have asked some people, and they permitted it for them. Your Eminence, I am submitting this question to you, hoping for an answer: Is it permissible for a woman to expose herself to the people of her village or not? I also ask for advice for these people whose insight Satan has blinded. We also ask for clarification of whom it is permissible for a woman to display her adornment to; for we are confused by this matter, and they boycotted us when we advised them for the sake of Allah. Please answer us, and may you receive reward and recompense from Allah.
A: It is obligatory for a woman to observe hijab (the covering prescribed for women) from non-mahram men, whether they are from her village or from elsewhere. It is not permissible for her to expose her face except to her mahram (a relative one may not marry), who are those mentioned by Allah the Exalted in Surat al-Nur, in His saying:[An-Nur 24:31] to His saying: [An-Nur 24:31] .
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.
