The extent of the permissibility of a woman going out

Machine translationRead the Arabic original
The first question of Fatwa number ( 3229 )
Q1: I seek refuge in Allah from the accursed Shaytan,
And abide in your houses and do not display yourselves as [was] the display of the former times of ignoranceوَقَرْنَ فِي بُيُوتِكُنَّ وَلاَ تَبَرَّجْنَ تَبَرُّجَ الْجَاهِلِيَّةِ الأُولَى
[Al-Ahzab 33:33]
Is this specific to the wives of the Messenger, peace and blessings be upon him, and what is the extent of the permissibility of a woman going out? Meaning her going out to the mosque and to attend to her needs, to what extent is this permissible in this time?

A1: First: The verse is not specific to the wives of the Prophet, peace and blessings be upon him, but it is general for all believing women, although it was revealed regarding the wives of the Prophet, peace and blessings be upon him, as the primary case, and its ruling encompasses the rest of the believing women. Thus, all of them are commanded to stay in their homes, and to obey Allah and His Messenger, and not to speak with the men they address in a soft manner that gives the people of open sinfulness and hypocrisy hope in them. Rather, they should only say a well-known statement, in which there is no harshness, no suspicion, no ambiguity, and no wildness. And they should not adorn themselves with the adornment of the first pre-Islamic age of ignorance. However, there is a difference between the wives of the Prophet, peace and blessings be upon him, and the rest of the believing women, which is that the obligation of obedience is more confirmed for the wives of the Prophet, peace and blessings be upon him; because they are in the house of Islamic leadership, and in their obedience lies the preservation of the status and honor of the leadership, and a greater impact on the rest of the believing women. Therefore, their reward and recompense are doubled more than that of the rest of the believing women, as is the punishment in the case of disobedience.
Second: The verse does not mean preventing them from going out absolutely, but they may go out for a need; such as their going out to the mosques for prayer, and listening to sermons, and attending the Islamic gathering on the days of the two festivals at the prayer ground, and attending to what the need requires of benefits, and such as her going out for treatment, and for maintaining family ties, while observing covering, and not displaying adornment, and not using perfume, and not being harsh in walking and speech. Indeed, the wives of the Prophet, peace and blessings be upon him, and the rest of the believing women used to go out after the revelation of this verse to the mosque for prayer, and for Hajj and 'Umrah, and to attend to their needs, and for visiting one another and maintaining family ties among them. And if a woman's husband traveled, she would travel with him, and the Messenger of Allah, peace and blessings be upon him, did not disapprove of that.
That, and the practice continued thereafter without disapproval, as far as we know. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.
