The third question of Fatwa No. ( 5957 )
Q3: The honorable Shaykh Abu al-A’la al-Mawdudi mentioned in his book: (Tafsir of Surat al-Nur), when he addressed the interpretation of the saying of Allah the Exalted:
And tell the believing women to reduce [some] of their vision
[An-Nur 24:31]
the verse, that his exact words were: "And the second issue: that relatives who are not permanently forbidden to marry a woman, their ruling is not the ruling of mahram relatives such that the woman appears before them without hijab, nor is their ruling the ruling of non-mahram strangers such that she does not appear before them except with complete hijab. So what should her conduct be with them between these two extremes? This is something whose specification has not been mentioned in the Shari'ah; because its specification is not possible... etc." So what is the extent of the correctness of this statement that its specification in the Shari'ah is not possible?

A3: Allah the Exalted mentioned the mahram relatives and those in their position, to whom it is permissible for a woman to display her adornment, in His saying:
(30) Tell the believing men to reduce [some] of their vision and guard their private parts. That is purer for them. Indeed, Allah is Acquainted with what they do. (31) And tell the believing women to reduce [some] of their vision and guard their private parts and not expose their adornment except that which [necessarily] appears thereof and to wrap [a portion of] their headcovers over their chests and not expose their adornment except to their husbands, their fathers, their husbands' fathers, their sons, their husbands' sons, their brothers, their brothers' sons, their sisters' sons, their women, that which their right hands possess, or those male attendants having no physical desire, or children who are not yet aware of the private aspects of women.
[An-Nur 24:30-31]
,
and He did not mention among these the sister of the man’s wife, nor her aunt, nor her maternal aunt, and your Lord is not forgetful. Accordingly, the examples mentioned are non-mahram strangers in relation to the husband of the sister, the husband of the brother’s daughter, and the sister’s daughter. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
