The first question of Fatwa No. ( 18283 )
Q1: I am a seventeen-year-old girl who does not wear the hijab. I am on the path to wearing the hijab before 1/11/1995 CE, if Allah wills, because I have learned that the hijab is obligatory for women. However, I want to wear a hijab with trousers, so is it permissible for us to wear a hijab with trousers with evidence, if available?
A1: It is obligatory for a woman to observe the Shari'ah-prescribed hijab in front of non-mahram men, without wearing adornments. If she goes out wearing clothes of adornment and fitnah, it is not permissible, even if she is wearing a hijab on the outside. This includes wearing trousers or pants instead of a covering garment. Allah the Exalted said in Surat al-Ahzab:
And when you ask [his wives] for something, ask them from behind a partition. That is purer for your hearts and their hearts.وَإِذَا سَأَلْتُمُوهُنَّ مَتَاعًا فَاسْأَلُوهُنَّ مِنْ وَرَاءِ حِجَابٍ ذَلِكُمْ أَطْهَرُ لِقُلُوبِكُمْ وَقُلُوبِهِنَّ
[Al-Ahzab 33:53]
, and He the Exalted said, addressing the wives of the Prophet (peace and blessings be upon him):
And abide in your houses and do not display yourselves as [was] the display of the former times of ignorance. And establish prayer and give zakah and obey Allah and His Messengerوَقَرْنَ فِي بُيُوتِكُنَّ وَلاَ تَبَرَّجْنَ تَبَرُّجَ الْجَاهِلِيَّةِ الأُولَى وَأَقِمْنَ الصَّلاَةَ وَآتِينَ الزَّكَاةَ وَأَطِعْنَ اللَّهَ وَرَسُولَهُ
[Al-Ahzab 33:33]
the verse. And He the Exalted said:
O Prophet, tell your wives and your daughters and the women of the believers to bring down over themselves [part] of their outer garmentsيَا أَيُّهَا النَّبِيُّ قُلْ لأَزْوَاجِكَ وَبَنَاتِكَ وَنِسَاءِ الْمُؤْمِنِينَ يُدْنِينَ عَلَيْهِنَّ مِنْ جَلابِيبِهِنَّ
[Al-Ahzab 33:59]

the verse. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
