Swimming for men and women, then shaking hands after swimming on the tenth of Muharram

The second question of Fatwa No. ( 13961 )
Q2: On the tenth day, and also the ninth of the month of Muharram, we see Muslims waking up in the early morning and going to flowing rivers to bathe. They say that Allah has replaced the water of the past year with new water. After the sun rises, men and women shake hands with one another without distinction. What is the ruling in Islam regarding this?
A2: Men and women swimming together, then shaking hands with one another after swimming, on the ninth and tenth of the month of Muharram, is a great abomination that is not permissible to do. It is obligatory to disapprove of those who do it, and the ruler must prevent them from doing so. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
