Exchanging Currency Hand to Hand

Machine translationRead the Arabic original
The third question of Fatwa No. ( 4260 )
Q3: What is the ruling on exchanging currency in the following manner: Some
Algerians go to France, where they take French currency from Algerian workers there, one thousand ( 1000 ) French francs for 2000 Algerian dinars, and sometimes more. When they return, they hand the amount in Algerian currency to the workers' families. That is, the exchange is not hand to hand. It is known that Algerian currency is more valuable than French currency internationally. What is the ruling on this?

A3 : If the matter is as described, it is not permissible to sell one for the other except hand to hand.
