Permission of the owner of the money to lend it

Machine translationRead the Arabic original
The second question of Fatwa No. ( 6417 )
Q2: There are people from the village in Arab countries who send me
their money in dollars to keep for them, and I give their relatives what they need from it. I exchange it for Egyptian pounds from the free market, as it is much higher there than in the banks, for the benefit of the money owners. I do not receive anything in return for this except seeking reward from Allah (Mighty and Majestic). What is the Islamic view on exchanging in this manner, and is it permissible for me to lend this money to someone without the knowledge of the owners, given the borrower’s pressing need, since the owner might refuse if he knew?

A2 : If the situation is as described, there is no blame on you, if Allah wills, in exchanging dollars for Egyptian pounds, provided the exchange is hand-to-hand in the meeting of the contract, for the benefit of the money owners; because you are doing a good deed. It is not permissible for you to lend to anyone except with the permission of the owner of the money. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
