Q: He vowed to perform 'Umrah for his mother every year on the day of 'Id. Is it permissible for him to perform it for her in Ramadan or at another time instead of the day of 'Id without expiation? And if she does not wish to do so, what is required of him?
A: If you performed 'Umrah for your mother in Ramadan, you owe nothing; because you
performed what is better than the time of the vow, just as if one vowed to pray in al-Masjid al-Aqsa and prayed in al-Masjid al-Haram or al-Masjid al-Nabawi ; because he performed it in a better place. It has come in the authentic hadith that he owes nothing in this last case, and it is from Jabir (may Allah be pleased with him),
A man said on the day of the Fath, "O Messenger of Allah, I have vowed that if Allah opens the conquest of Makkah at your hands I shall pray in Jerusalem." He replied, "Pray here." He asked him again and he replied, "Pray here." He asked him again and he replied, "It's up to you, then."أن رجلاً قال يوم الفتح: (يا رسول الله إني نذرت إن فتح الله عليك مكة أن أصلي في بيت المقدس ) فقال: صل ههنا، فسأله فقال: صل ههنا، فسأله فقال: فشأنك إذًا

, narrated by Ahmad and Abu Dawud, and al-Hakim graded it as authentic. As for if his mother refused to perform 'Umrah, he also owes nothing, because he performed what was required of him and the refusal came from someone else. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
