The questioner : What is the form of the talbiyah, and is it recommended in all circumstances, or are there specific times when it is recommended? What is the stronger opinion regarding its timing?

The Shaykh : The form of the talbiyah is for a person to say: Labbaik Allahumma labbaik, labbaik la sharika laka labbaik, inna al-hamda wa al-ni'mata laka wa al-mulku la sharika laka. The meaning of a person saying "Labbaik" is: "I am responding to you, O my Lord." It is doubled to indicate repetition, and the meaning is not that a person responds to his Lord only twice, but rather that he responds to Him again and again. Thus, the doubling here intends mere repetition and multiplicity, meaning that a person responds to his Lord and persists in His obedience. Then, after this response, he says: "Indeed, praise and blessing are Yours, and sovereignty is Yours." Praise is describing the one who is praised with perfection, and when it is repeated, it becomes eulogy. Blessing is what Allah bestows upon His servants, such as the attainment of what is desired and the repelling of what is disliked. Allah (Glorified and Exalted is He) alone is the Bestower, as Allah the Exalted said:
And whatever you have of favor - it is from Allah. Then when adversity touches you, to Him you cry for help. وَمَا بِكُمْ مِنْ نِعْمَةٍ فَمِنَ اللَّهِ ثُمَّ إِذَا مَسَّكُمُ الضُّرُّ فَإِلَيْهِ تَجْأَرُونَ
[An-Nahl 16:53]
And His saying:
and sovereignty والملك
means "and sovereignty is Yours." Allah (Blessed and Exalted is He) is the sole Owner, as indicated by His saying:
And to Allah belongs the dominion of the heavens and the earth. وَلِلَّهِ مُلْكُ السَّمَوَاتِ وَالأَرْضِ
And His saying:
(22) Say, [O Muhammad], "Invoke those you claim [as deities] besides Allah." They do not possess an atom's weight [of ability] in the heavens or on the earth, and they do not have therein any partnership [with Him], nor is there for Him from among them any assistant. (23) And intercession does not benefit with Him except for one whom He permits.
[Saba 34:22-23]
And His saying:
no partner for You لا شريك لك
means that no one shares with You in what is specific to Allah (Mighty and Majestic) in His perfect attributes, including His uniqueness in sovereignty, creation, management, and divinity.
This is a brief summary of the meaning of the talbiyah that every believer recites. It is prescribed from the beginning of entering the state of ihram until the stoning of the Jamarat al-Aqabah in Hajj, and in 'Umrah from the beginning of entering the state of ihram until the commencement of the tawaf.

The questioner : May Allah reward you.
