Q3: If I have a debt and I want to pay it off, and then I take a loan from the bank and give it a known profit, such as 9%, will the riba (usury or interest) be upon me or upon the bank and not me?
A3: Both parties: the lender and the borrower are committing a sin, and it is obligatory
for each of them to fear Allah, abandon riba (usury or interest), repent to Him (Glorified and Exalted is He), and seek His forgiveness for their sin, in the hope that Allah will accept their repentance and forgive what they have neglected; for Allah the Exalted said:
(278) O you who have believed, fear Allah and give up what remains [due to you] of interest, if you should be believers. (279) And if you do not, then be informed of a war [against you] from Allah and His Messenger. But if you repent, you may have your principal - [thus] you do no wrong, nor are you wronged.يَا أَيُّهَا الَّذِينَ آمَنُوا اتَّقُوا اللَّهَ وَذَرُوا مَا بَقِيَ مِنَ الرِّبَا إِنْ كُنْتُمْ مُؤْمِنِينَ (278) فَإِنْ لَمْ تَفْعَلُوا فَأْذَنُوا بِحَرْبٍ مِنَ اللَّهِ وَرَسُولِهِ وَإِنْ تُبْتُمْ فَلَكُمْ رُءُوسُ أَمْوَالِكُمْ لاَ تَظْلِمُونَ وَلاَ تُظْلَمُونَ
