One assigned a work duty: from where does he enter the state of ihram?

Fatwa number ( 13422 )
Q: We are members of the armed forces, and we participate in the Hajj mission annually. We stay in the Sharai' area for the duration of the participation, which is approximately one month. We are organized into groups that take turns guarding in a location far from the camp, while the rest, who do not have a guard shift, are present in the tents and ready for any emergency. Therefore, we hope for Allah's help and then your assistance in informing us about how to perform the prayer for those staying in the accommodation: do we combine and shorten the prayer, or not? Also, some camps have mosques and wish to establish the Friday prayer. Is the Friday prayer obligatory for them? And if there is a neighborhood nearby where the Friday prayer is held, do we pray with them? During the performance of our mission, we travel in a convoy, and the convoy is not allowed to stop at the miqat. We pass the miqat to the Sharai' area outside Makkah . Do we go out to al-Ja'ranah to enter the state of ihram from there, or do we return to al-Sayl al-Kabir and enter the state of ihram from it, because we passed it during our journey, or do we enter the state of ihram from our camp location, which is Sharai' outside Makkah near the miles?
Also, our mission is sometimes in al-Madinah al-Munawwarah , and we stay for ten days in al-Madinah or less, then we move to al-Makkah al-Mukarramah, and we stay there for another ten days, then we return to al-Madinah again. Next to the accommodation of this battalion in al-Madinah is a permanent camp where the Friday prayer is held. Do we pray Friday with them? Please inform us urgently, may Allah reward you with good. We hope for the fatwa in writing, as there is a dispute every year regarding how to perform the prayer. May Allah guide everyone to the truth, and peace be upon you and the mercy of Allah and His blessings.

A: First: As long as you intend to stay in Sharai' or al-Madinah for more than four days, you pray the prayer in full without shortening or combining; because you are considered residents. If you intend to stay for four days or less, or if you do not intend to stay for a specific duration, you are considered travelers, and you may shorten the four-rak'ah prayer and combine prayers. Second: Regarding entering the state of ihram for 'Umrah or Hajj, as long as you went for work and passed the miqat, if one of you wants to enter the state of ihram, he enters it from his location inside the miqat; because he entered with the intention of work. And the Prophet (peace and blessings be upon him) said when mentioning the miqats:
And those living inside these Mawaqit can assume Ihram from the place where they start; even the people of Mecca can assume Ihram from Mecca.ومن كان دون ذلك فمهله من حيث أنشأ، حتى أهل مكة من مكة
Sahih al-Bukhari 1845
except for one of you who intends Hajj or 'Umrah when passing the miqat; then he must return to the miqat to enter the state of ihram from it;
due to the saying of the Prophet (peace and blessings be upon him) when he designated the miqats:
and those (Mawaqit) are also meant for those who live at these (places) and for those too who come from without towards them for the sake of Hajj or 'Umraهن لهن ولمن أتى عليهن من غير أهلهن ممن أراد الحج والعمرة
Sahih Muslim 1181a
. As for the Friday prayer, you must pray it in the mosques near you where the Friday prayer is held. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his companions.
