Q: In the system of our country, a citizen who works or
studies abroad for a specified period is granted an entitlement that allows him to import a car and goods, with exemption from customs duties upon his return to the country. Is it permissible for such a citizen to sell this entitlement to another person? Knowing that this citizen is unable to benefit from this entitlement. Please answer us, may Allah reward you.
A: If the matter is as described, it is not permissible for one who works abroad to sell the right granted to him by the system; because it is not a monetary asset.
