Q3: A blind man who has memorized from the Noble Qur'an and knows the Sunnah and religious innovation, but he is unable to tell people: "Leave the innovations," and he fears their harm in any form of harm. Now he submits his complaint to the Committee to address his excuse. If he remains silent, is there a sin upon him or not?
A3: Allah the Exalted narrated Luqman's advice to his son:[Luqman 31:17] , and it is established from the Prophet (peace and blessings be upon him) that he said: Sahih Muslim 49a ". So the Muslim must change the evil to the extent of his ability; because Allah does not burden a soul beyond its capacity, and because of His saying, the Exalted: [At-Taghabun 64:16] , and because of the saying of the Prophet (peace and blessings be upon him): Sahih al-Bukhari 7288 , and he must be patient with harm, for it is among the necessities of enjoining good and forbidding evil. So whoever does what is obligatory upon him to the extent of his ability is rewarded, and whoever is unable to do something of what he was commanded is excused and not sinful. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.

O my son, establish prayer, enjoin what is right, forbid what is wrong, and be patient over what befalls you. Indeed, [all] that is of the matters [requiring] determination.
يَا بُنَيَّ أَقِمِ الصَّلاَةَ وَأْمُرْ بِالْمَعْرُوفِ وَانْهَ عَنِ الْمُنْكَرِ وَاصْبِرْ عَلَى مَا أَصَابَكَ إِنَّ ذَلِكَ مِنْ عَزْمِ الأُمُورِHe who amongst you sees something abominable should modify it with the help of his hand; and if he has not strength enough to do it, then he should do it with his tongue, and if he has not strength enough to do it, (even) then he should (abhor it) from his heart, and that is the least of faith.
من رأى منكم منكرًا فليغيره بيده، فإن لم يستطع فبلسانه، فإن لم يستطع فبقلبه؛ وذلك أضعف الإيمانSo fear Allah as much as you are able
فَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْAnd if I order you to do something, then do of it as much as you can.
إذا أمرتكم بأمر فأتوا منه ما استطعتم
