Entering the state of ihram for Hajj and being prevented from entering Makkah

Machine translationRead the Arabic original
The second question of Fatwa No. ( 9204 )
Q2: One of the contracted colleagues went to perform Hajj last year, and when he went to al-Madinah and entered the state of ihram from the miqat of al-Madinah and headed to Makkah , there, at the checkpoint, they ordered him to produce his Hajj permit, but he had performed Hajj the year before and was not given a permit, so he returned at their order. Is his Hajj considered to have reward for that, even though he did not enter Makkah and had entered the state of ihram?
A2: First: He is not sinful for exiting his state of ihram and returning without completing his Hajj; because he was overpowered by circumstances, and Allah is All-Aware of his condition and Merciful to His servants, so He will reward him according to the sincerity of the acts of Hajj he performed. Second: Whoever made a condition at the time of his ihram that if he is prevented, his place of exit is where he is prevented, then nothing is required of him. But if he did not make that condition, then he must offer a sacrificial animal (hady) to be slaughtered where he was prevented; as Allah the Exalted said:
But if you are prevented, then [offer] what can be obtained with ease of sacrificial animalsفَإِنْ أُحْصِرْتُمْ فَمَا اسْتَيْسَرَ مِنَ الْهَدْيِ
[Al-Baqarah 2:196]
, then he shaves his head or shortens his hair; and by that, he exits his state of ihram. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
