The Shaykh :"And his 'Umrah is from al-Hal". Whoever performs Hajj from among the people of Makkah, he enters the state of ihram from there, meaning from Makkah. That is, he enters the state of ihram from Makkah, based on the saying of the Prophet (peace and blessings be upon him) when he designated the miqat boundaries:
and whoever is living within these boundaries can assume lhram from the place he starts, and the people of Mecca can assume Ihram from Mecca. ومن كان دون ذلك فمن حيث أنشأ حتى أهل مكة من مكة

Here, we should take from this hadith that whoever is located before these miqat boundaries enters the state of ihram from his location. For example, the people of al-Sharai' on the road to the people of Najd: if they want to enter the state of ihram, do we say, "Go back to al-Qarn al-Manazil and enter the state of ihram from there," or do we say, "Enter the state of ihram from your location"? From your location. For the people of Jeddah, we say, "Enter the state of ihram from your location," and there is no need for you to go to al-Juhfah or to Dhul-Hulayfah. Whoever is before these miqat boundaries enters the state of ihram from where he begins. Look at this Prophetic expression: he said,

"And he was not from his hometown," because his hometown might be before the miqat boundaries, but he is in another place other than his hometown. So he begins the intention for 'Umrah or Hajj. We say, "Enter the state of ihram from where you began." Now, regarding the people of Makkah in the hadith:
even the people of Mecca can assume Ihram from Mecca حتى أهل مكة من مكة

And the author's statement, "And whoever performs Hajj from among the people of Makkah, he enters the state of ihram from there", does not have a specific implication (mafhum) in the phrase "from among the people of Makkah." I mean, if someone performs Hajj from Makkah, whether he is from among its people or not, his entering the state of ihram is from Makkah. So the phrase has no specific implication. If the phrase had been "And whoever performs Hajj from Makkah, he enters the state of ihram from there," it would have included what? The people of Makkah and others. But he, may Allah have mercy on him, followed others in the phrasing: "And whoever performs Hajj from among the people of Makkah, he enters the state of ihram from there". So, whoever performs Hajj from Makkah, whether from among its people or others, enters the state of ihram from there.
