Q2: Do the poor who consume qat and tobacco receive from Zakat al-Fitr or not?
A2: Their actions do not prevent them from receiving from the zakah; because by doing so, they do not leave the religion of Islam. Rather, they are believers in their faith, but open sinners in what they consume of forbidden things. It is obligatory for the one in authority to prevent them from what they consume and to punish them for it. We ask Allah for guidance and success for us and for them to what He loves and is pleased with. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
