Q: The Custodian of the Two Holy Mosques (may Allah preserve him) issued an order to disburse
all entitlements owed to government agencies, institutions, and individuals. This administration has received entitlements dating back several years, some from 1403 AH, which is approximately seven years ago. This is an approximation, not an exact count; amounts totaling more than five million riyals have been disbursed in these days. Our question is: Is zakat obligatory on these entitlements when they are received? If it is obligatory, is it calculated for one year, or how is it calculated? If the answer is that it is obligatory, it would be desirable for everyone to be informed through the imams of the mosques and the media, in order to carry out the command of Allah (Mighty and Majestic) and apply the third pillar of this noble religion, so that we may attain the pleasure of the Lord (Mighty and Majestic) and be granted rain from the sky, since the withholding of rain occurs only due to the withholding of zakat. And Allah is behind the intention. I have the highest regard for you, and may peace and the mercy and blessings of Allah be upon you.

A: If the matter is as described, a new year begins for it starting from the date of its receipt, and then the zakat is paid out. There is no zakat on what has passed because he did not possess it in a stable manner. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
