Fidyah for the fasting of the deceased woman

The first question of Fatwa No. ( 13008 )
Q1: My mother was between 85 and 90 years old and was afflicted with left-sided hemiplegia, high blood pressure, diabetes, and a heart condition, according to the doctor's report. She spent a period of more than a year, part of it in the hospital and part at home, until she passed away. It is known that she sometimes lost her memory, asked many repeated questions, and claimed to be dead people who had passed away a long time ago, such as her brothers. I do not know if this was due to the illness or old age. The point I hope to clarify is that the blessed month of Ramadan of 1409 AH passed while my mother was in the condition I described to you. Is it obligatory to fast on her behalf? If fasting is obligatory, does one of her children fast, or all of them, or those who are obligated among them, or does each person
fast a portion? And is charity obligatory on her behalf? If charity is obligatory on her behalf, what is better: from her own money or from her children's money? It is known that she has several children, both male and female. If charity is obligatory on her behalf, what is the amount of charity for each day of Ramadan, what is its type, and how is it to be spent?
A1: If the matter is as the questioner mentioned, then she owes nothing due to her mental impairment. Consequently, it is known that you are not required to fast on her behalf, nor to pay fidyah. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
