Q: A man fasted in Morocco on Monday, the first of Ramadan 1403 AH, corresponding to June 1983 CE, and he went to the Sacred House of Allah to perform 'Umrah on Thursday, the 11th of Ramadan. When he had completed his 'Umrah, he decided to fast the remainder of Ramadan in Makkah . When Ramadan ended in Makkah on Monday, July 11, 1983 CE, he broke his fast with them, knowing that the people of Makkah had fasted for 30 days, while he had only fasted for 28 days. Is this man’s fasting complete, or is it obligatory for him not to break his fast with them until he completes 30 days? What is your opinion on this matter?
A: Initially, that man’s fasting of Ramadan with the people of his country was correct, and his breaking his fast with the people of Makkah at the end of Ramadan, where he was residing, was correct. However, he must fast one day; because the lunar Hijri month does not become 28 days, but is at least 29 days. He is bound by the minimum limit; based on the saying of the Prophet (peace and blessings be upon him):
The fast is the day the people fast, the breaking of the fast is the day the people break their fast, and the sacrifice is the day the people sacrifice.الصوم يوم تصومون، والفطر يوم تفطرون، والأضحى يوم تضحون
