We ask for a comprehensive answer in this serious matter that will serve as a proof before Allah. If this difference is possible on two days, it is possible on three days. If he is not Muslim, they take the ruling of the Islamic center in their country, in order to preserve unity in their fasting of Ramadan and their prayer of the festival in their country. So whoever sights [the new moon of] the month, let him fast it
فَمَنْ شَهِدَ مِنْكُمُ الشَّهْرَ فَلْيَصُمْهُThey ask you, [O Muhammad], about the new moons. Say, "They are measurements of time for the people
