The illness of a person who is unable to use water because of it

Machine translationRead the Arabic original
The second question of Fatwa number ( 7756 )
Q2: A man’s hand has swollen, and he slept and had a wet dream during that sleep while being unable to perform the full ritual bath. What should he do?

A2: Praise be to Allah alone, and blessings and peace be upon His Messenger, his family, and his Companions.. After that: If a person is ill with an illness that prevents him from using water, or if he is harmed by using it; it is permissible for him to perform dry ablution with clean earth for both minor and major ritual impurity, just as if he had a wet dream in his sleep and was unable to perform the full ritual bath, or if he is harmed by using water. And if it is possible for him to wash part of his body and perform dry ablution with clean earth for the rest, that is obligatory; because of the saying of Allah the Exalted:
So fear Allah as much as you are ableفَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ
[At-Taghabun 64:16]
, and the hadith:
And if I order you to do something, then do of it as much as you can.إذا أمرتكم بأمر فأتوا منه ما استطعتم
Sahih al-Bukhari 7288
. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad, his family, and his Companions.
