Tayammum in the Presence of Nearby Water

Q: During the school day, before the midday prayer, the water supply to the mosque was cut off. We knew for certain that there was water in the school, but it was behind one of the locked doors that are not opened until the end of the school day. We also knew that there was water outside the school in a nearby location. What is the ruling on performing tayammum in this situation? Please note that the end of the school day is about an hour and a half before the afternoon prayer. Please issue a ruling, may Allah reward you with good.
A: Praise be to Allah alone, and blessings and peace be upon His Messenger, his family, and his Companions... To proceed: Tayammum is not valid in the presence of nearby water. You may delay the prayer from the beginning of its time and wait for the water as long as the time remains and has not ended. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad, his family, and his Companions.
