The ruling on tayammum (dry ablution with clean earth) when water is available at a short distance

Machine translationRead the Arabic original
Question: He also says: If I am at work or traveling, and the time for prayer arrives, but there is a distance of ten minutes or a quarter of an hour between me and the water, is it permissible for me to perform tayammum (dry ablution with clean earth) on a pure place, or should I wait until I reach the water? Please inform us about this, may Allah reward you with good?

Answer:
This distance is considered close by custom, so it is obligatory to go to the water and perform wudu' (the ablution for prayer) from the water, and to perform ghusl (the full ritual bath) if there is a ghusl required. It is not permissible to perform tayammum (dry ablution with clean earth) in this case; because a distance of ten minutes or a quarter of an hour is considered something close, and it is considered in custom not to be far, and there is no excuse for leaving off the wudu' (the ablution for prayer). Rather, it is obligatory for him, whether you are at work or traveling, you are obligated to go and perform the Shari'ah wudu' (the ablution for prayer). And if you are in a state of janabah (major ritual impurity), you perform ghusl (the full ritual bath) and pray. This distance is not an excuse for tayammum (dry ablution with clean earth); because it is close in custom. Yes.
