However, if you are in a town, but the area has no water, you are not allowed to perform tayammum; rather, you should go to another place and perform wudu. If you are able to pray for the deceased, praise be to Allah; otherwise, there is no blame on you.
You are not allowed to perform tayammum merely because water is not close to you; rather, water is necessary. This is because Allah says: [Al-Ma'idah: 6]. You are finding water in the village or town, but you are in a place that has no water, for example, near the town in a place close to the town, or in a house that has no water. However, if you went to the nearby wells, you would find water, or to the nearby houses, you would find water. So, you are not allowed to pray with tayammum except when water is absent, like those in the wilderness, or in a place far from the town where it is difficult for him to go to the place of water; then he performs tayammum and prays. For example, a traveler who has just arrived from his journey and prays near the town with tayammum because he has no water with him, and he wants to pray the prayer in its time, or at the beginning of its time; there is no harm. As for you praying in the town with tayammum, not merely because it is not close to you at the time of the funeral procession. Yes.

Answer : There is no specific distance; rather, it is hardship, and the fact that it is not facilitated in a short time, such as missing the beginning of the time for the obligatory prayer; then there is no harm in that. And if he prays it at the end of the time with water, there is no harm in that either.
The point is: if the delay causes him to miss the beginning of the time, for example, if he is two or three kilometers from the town, and he does not have a car, he is walking, meaning he might miss most of the time, or the majority of it, meaning half of the time. And it is better for him to pray at the beginning of the time with tayammum, as it is hastening to prayer. As for cars, the matter is broad in them; because it is not difficult to cover four kilometers, five kilometers, or ten kilometers, and he can reach the water easily.
In summary, if the delay causes him to miss the beginning of the time, and he has the ruling of travel, he has the ruling of travel; then there is no harm in praying with tayammum. Or if he went out for a walk and was far from the town, and if he returned to the town, he would miss, for example, the beginning of the time; then he prays with tayammum as well, to make up for it and to seize the time, which is the time of virtue.
