Therefore, I would like to ask: In which of the following situations, where no penetration occurs, is the Fajr prayer valid without the full ritual bath? (1) No contact between the genital organs. (2) Contact between the genital organs only. (3) Contact between the genital organs and the discharge of pre-seminal fluid from one party or both parties together. I ask you, your Excellency, to kindly provide us with comprehensive answers to these aforementioned questions, with my utmost thanks and appreciation for you, and may Allah preserve you?

If the situation is as you described, then in the first case, the full ritual bath is not obligatory. In the second case, the full ritual bath is also not obligatory if no penetration occurs that causes the glans of the penis to be hidden in the vagina; otherwise, the full ritual bath is obligatory. The ruling in the third case is the same as the ruling in the second case, except that in the third case, it is obligatory for the man to wash his penis and the two testicles due to the discharge of pre-seminal fluid, and it is obligatory for the woman to wash her front part (her vagina) as well if pre-seminal fluid is discharged from her.
