Praise be to Allah alone, and may peace and blessings be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed the inquiry sent to His Eminence the General President from His Highness the Prince of the Riyadh Region, No. 5992/3, dated 5/5/1396 AH, along with its attachments, which was referred to the Permanent Committee by the General Secretariat with No. 749/2, dated 9/5/1396 AH. The subject is: The request of the head of the Commission for Promoting Virtue and Prohibiting Vice in al-Zulfi for all bank employees to pray the midday prayer in congregation in the mosque adjacent to them, while the bank manager believes that the bank employees should pray in congregation inside the bank. His Royal Highness the Prince of the Riyadh Region requests a ruling on this matter in his aforementioned letter.
After the Committee studied all the documents, it responded as follows: The practical and verbal Sunnah of the Messenger (peace and blessings be upon him) was to perform the prayer in congregation in the mosque. He (peace and blessings be upon him) intended to burn down with fire the houses of those who neglected it. His successors, the Companions (may Allah be pleased with them), and their followers followed the practice of performing it in congregation in the mosques. It is authentic that he (peace and blessings be upon him) said:
Bulugh al-Maram 2:308 . It is also established from him , and in one narration he said to him: Sunan Abi Dawud 552Hasan Sahih (Al-Albani) . Thus, it is clear that it is obligatory for the bank employees to pray the midday prayer in congregation in the mosque adjacent to them; in accordance with the Sunnah, in fulfillment of the obligation, to block the means of finding excuses to neglect performing the prayer in the mosques, and to avoid imitating the people of hypocrisy. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad, his family, and his companions.

Whoever hears the call for prayer and and does not come (to the mosque for prayer), his prayer will not be accepted from him, unless he has a (legitimate) excuse.
من سمع النداء فلم يأت فلا صلاة له إلا من عذرA blind man said to him: O Messenger of Allah, I have no guide to lead me to the mosque. Do I have a dispensation to pray in my house? He (peace and blessings be upon him) said to him: Do you hear the call to prayer? He said: Yes. He said: Then respond to it.
أنه قال له رجل أعمى: يا رسول الله، ليس لي قائد يلائمني إلى المسجد فهل لي رخصة أن أصلي في بيتي؟ فقال له صلى الله عليه وسلم: هل تسمع النداء بالصلاة؟ فقال: نعم، قال: فأجبI do not find any permission for you.
