A: Praise be to Allah alone, and blessings and peace be upon His Messenger, his family, and his Companions. After that: If the condition of the person mentioned is as the questioner stated, that he is a fool, and as the head of the Commission for Promoting Virtue and Preventing Vice stated, that he is insane, does not pray or fast, and there is a fear that if his cousin performs his circumcision, it will cause a catastrophe between him and his cousin, then there is no blame in leaving him uncircumcised, and there is no sin on his cousin in any case. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad, his family, and his Companions.
