Q: Is it obligatory to report to the imam the person who does not attend the congregational prayer, or is it sufficient to merely advise him?
A: As for the one who neglects the congregational prayer, and advice has no effect on him, it is obligatory that the people of Hisbah be informed about him so that he may be taken by the hand, and he should not be left alone; because the Prophet (peace and blessings be upon him) intended to burn the houses of those who neglect the prayer with fire; as a punishment for them and a deterrent for those like them. And because Allah has made it obligatory upon the Muslims to conspire in good and enjoin good and forbid evil in His saying, the Exalted:[At-Tawbah 9:71] the verse from Surat al-Tawbah. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
