The eighth question of the fatwa number ( 8225 ):
Q8: The Messenger of Allah (peace and blessings be upon him) said: "Whoever dies without knowing the imam of his time dies the death of ignorance, and whoever dies without a pledge of allegiance on his neck dies the death of ignorance," or as he said. What is the meaning of the hadith in the present era, and how do we understand and apply it?
Vol. 8: The first hadith: We do not know its authenticity in this wording, and as for the second hadith: Imam Muslim narrated it in his Sahih from Nafi' (may Allah have mercy on him), who said: When they deposed Yazid and agreed upon Ibn Muta'ib , Ibn 'Umar (may Allah be pleased with him) came to him, and 'Abdullah ibn Muta'ib said: "Provide a cushion for Abu 'Abd al-Rahman ." Then 'Abdullah ibn 'Umar said to him: "I did not come to you to sit; I came to tell you that I heard the Messenger of Allah (peace and blessings be upon him) say:
He who throws off obedience will meet God on the day of resurrection without possessing any plea, and he who dies without having taken an oath of allegiance will die like a pagan.من خلع يدًا من طاعة لقي الله يوم القيامة ولا حجة له، ومن مات وليس في عنقه بيعة مات ميتة الجاهلية
Mishkat al-Masabih 3674
. The meaning of the hadith: It is not permissible to rebel against the ruler (the one in authority) unless one sees from him clear disbelief, as stated in the authentic hadith. It is also obligatory for the Muslim community to appoint an amir who looks after their interests and protects their rights. And success is from Allah. May Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
