The thirteenth question of Fatwa No. ( 9414 ):
Q13: What is the meaning of the following verse: And there is none of you except he will come to it. This is upon your Lord an inevitability decreed.
وَإِنْ مِنْكُمْ إِلا وَارِدُهَا كَانَ عَلَى رَبِّكَ حَتْمًا مَقْضِيًّا
[Maryam 19:71]

A13: This verse contains a statement from Allah the Exalted that the Fire will be entered by both the righteous and the wicked, then Allah will save the believers who feared associating partners with Allah. In the two Sahihs, it is narrated from Abu Hurayrah (may Allah be pleased with him) that he said: The Messenger of Allah (peace and blessings be upon him) said:

Any Muslim who has lost three of his children will not be touched by the Fire, except for what will fulfill the oath.

لا يموت لأحد من المؤمنين ثلاثة من الولد فتمسه النار إلاَّ تحلة القسم

, meaning by this: His saying, Glorified is He, in Surat Maryam:

⁽⁶⁸⁾ So by your Lord, We will surely gather them and the devils; then We will bring them to be present around Hell upon their knees. ⁽⁶⁹⁾ Then We will surely extract from every sect those of them who were worst against the Most Merciful in insolence.

فَوَرَبِّكَ لَنَحْشُرَنَّهُمْ وَالشَّيَاطِينَ ثُمَّ لَنُحْضِرَنَّهُمْ حَوْلَ جَهَنَّمَ جِثِيًّا (68) ثُمَّ لَنَنْـزِعَنَّ مِنْ كُلِّ شِيعَةٍ أَيُّهُمْ أَشَدُّ عَلَى الرَّحْمَنِ عِتِيًّا

[Maryam 19:68-69]

, until He said, Glorified is He:

And there is none of you except he will come to it. This is upon your Lord an inevitability decreed.
