The first question of Fatwa No. ( 4488 ):
Q1: The Imam returned from Egypt after visiting his son and said that he sat with the scholars there and noticed some errors they fall into. He gave as an example that in the story of Yusuf, Allah the Exalted said:
And she certainly determined [to seduce] him, and he would have inclined to herوَلَقَدْ هَمَّتْ بِهِ وَهَمَّ بِهَا
[Yusuf 12:24]
. He thought that the intended meaning was that they desired each other in the sexual act that occurs between a woman and a man, but he understood from the scholars in Egypt that the intended meaning is other than the sexual act. Is this correct? Knowing that the verses indicate that the intended meaning is the sexual act, had he not seen the proof of his Lord.

A1: The correct of the scholars' statements on this is that the desire found in Yusuf - (peace and blessings be upon him and our Prophet) - is: the natural sexual inclination that exists in any human being when its cause is present, and Allah (Glorified and Exalted is He) turned him away from it by His saying:
And thus [it was] that We should avert from him evil and immorality. Indeed, he was of Our chosen servants.كَذَلِكَ لِنَصْرِفَ عَنْهُ السُّوءَ وَالْفَحْشَاءَ إِنَّهُ مِنْ عِبَادِنَا الْمُخْلَصِينَ
[Yusuf 12:24]
. It is not permissible to divert the verse from its apparent meaning except with evidence, and there is no evidence, as far as we know, that necessitates diverting it from its apparent meaning. And the desire for evil does not harm the Muslim if he does not act on it; rather, he is recorded
a good deed for it if he leaves the act for the sake of Allah, as the authentic report from the Messenger of Allah (peace and blessings be upon him) confirms this. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
