The fourth question of Fatwa No. ( 189 ):
Q4: This child is a gift from the guide, and this is the one who increases and decreases sustenance. What is the ruling on this belief?
Vol. 4 : Whoever believes that a child is a gift from other than Allah, or that anyone other than Allah increases or decreases in provision, is one who associates partners with Allah in a shirk greater than the shirk of the Arabs and others in the pre-Islamic age of ignorance. For the Arabs and their like, in their state of ignorance, when asked who provides for them from the heavens and the earth, and who brings forth the living from the dead and the dead from the living, they would say: Allah. They only worshipped their false deities because they believed that they brought them closer to Allah. Allah the Exalted said:[Yunus 10:31]
And He said:[Az-Zumar 39:3] , and He said: [Al-Mulk 67:21] It is established in the Sunnah that giving and withholding belong to Allah alone. Among this is what al-Bukhari narrated in the chapter on dhikr after prayer in his Sahih, that Warrad, the scribe of al-Mughirah ibn Shu'bah , said: al-Mughirah ibn Shu'bah dictated to me a letter to Mu'awiyah stating that the Prophet (peace and blessings be upon him) used to say after every obligatory prayer: Sahih Muslim 593a . However, Allah may grant a servant offspring and expand his sustenance through his supplication to Him and his turning to Him alone, as is clear in Surat Ibrahim in the supplication of Ibrahim al-Khalil to his Lord and Allah's response to his supplication, and in Surat Maryam and Surat al-Anbiya and others in the supplication of Zakariya to his Lord and His response to his supplication. And it is established from Anas (may Allah be pleased with him) that he said: I heard the Messenger of Allah (peace and blessings be upon him) say: Sunan Abi Dawud 1693Sahih (Al-Albani) Narrated by al-Bukhari
and Muslim in their two Sahihs. And Allah knows best. And may Allah send prayers and peace upon our Prophet Muhammad, his family, and his Companions.

قُلْ مَنْ يَرْزُقُكُمْ مِنَ السَّمَاءِ وَالأَرْضِ أَمْ مَنْ يَمْلِكُ السَّمْعَ وَالأَبْصَارَ وَمَنْ يُخْرِجُ الْحَيَّ مِنَ الْمَيِّتِ وَيُخْرِجُ الْمَيِّتَ مِنَ الْحَيِّ وَمَنْ يُدَبِّرُ الأَمْرَ فَسَيَقُولُونَ اللَّهُ فَقُلْ أَفَلا تَتَّقُونَAnd He said:
And those who take protectors besides Him [say], "We only worship them that they may bring us nearer to Allah in position." Indeed, Allah will judge between them concerning that over which they differ. Indeed, Allah does not guide he who is a liar and [confirmed] disbeliever.
وَالَّذِينَ اتَّخَذُوا مِنْ دُونِهِ أَوْلِيَاءَ مَا نَعْبُدُهُمْ إِلا لِيُقَرِّبُونَا إِلَى اللَّهِ زُلْفَى إِنَّ اللَّهَ يَحْكُمُ بَيْنَهُمْ فِي مَا هُمْ فِيهِ يَخْتَلِفُونَ إِنَّ اللَّهَ لاَ يَهْدِي مَنْ هُوَ كَاذِبٌ كَفَّارٌOr who is it that could provide for you if He withheld His provision
أَمْ مَنْ هَذَا الَّذِي يَرْزُقُكُمْ إِنْ أَمْسَكَ رِزْقَهُThere is no god but Allah. He is alone, Who has no partner. To Him belongs the sovereignty and to Him praise is due and He is Potent over every. thing. O Allah! no one can withhold what Thou givest, or give what Thou withholdest, and the riches cannot avail a wealthy person with Thee.
لا إله إلاَّ الله وحده لا شريك له، له الملك وله الحمد، وهو على كل شيء قدير. اللهم لا مانع لما أعطيت، ولا معطي لما منعت، ولا ينفع ذا الجد منك الجدAnyone who is pleased that his sustenance is expanded and his age extended should do kindness to his near relatives.
من سره أن يبسط له في رزقه وينسأ له في أجله، فليصل رحمهand Muslim in their two Sahihs. And Allah knows best. And may Allah send prayers and peace upon our Prophet Muhammad, his family, and his Companions.
