[Al-Baqarah 2:221]
Allah the Exalted forbade His believing servants to marry polytheist women who are not from the People of the Book, namely Jewish or Christian women, as evidenced by the statement of Allah the Exalted:
This day [all] good foods have been made lawful, and the food of those who were given the Scripture is lawful for you and your food is lawful for them. And [lawful in marriage are] chaste women from among the believers and chaste women from among those who were given the Scripture before you, when you have given them their due compensation, desiring chastity, not unlawful sexual intercourse or taking [secret] loversالْيَوْمَ أُحِلَّ لَكُمُ الطَّيِّبَاتُ وَطَعَامُ الَّذِينَ أُوتُوا الْكِتَابَ حِلٌّ لَكُمْ وَطَعَامُكُمْ حِلٌّ لَهُمْ وَالْمُحْصَنَاتُ مِنَ الْمُؤْمِنَاتِ وَالْمُحْصَنَاتُ مِنَ الَّذِينَ أُوتُوا الْكِتَابَ مِنْ قَبْلِكُمْ إِذَا آتَيْتُمُوهُنَّ أُجُورَهُنَّ مُحْصِنِينَ غَيْرَ مُسَافِحِينَ وَلاَ مُتَّخِذِي أَخْدَانٍ
[Al-Ma'idah 5:5]

He, Glorified and Exalted is He, made it lawful for the believers in the verse of al-Ma'idah to marry chaste women from among the People of the Book, who are chaste free women, whether Jewish or Christian. This indicates that they are not included in the general term "polytheist women" in the verse of al-Baqarah, just as the People of the Book are not included in "polytheists" in the verse:
Those who disbelieved among the People of the Scripture and the polytheists were not to be parted [from misbelief] until there came to them clear evidence -لَمْ يَكُنِ الَّذِينَ كَفَرُوا مِنْ أَهْلِ الْكِتَابِ وَالْمُشْرِكِينَ مُنْفَكِّينَ حَتَّى تَأْتِيَهُمُ الْبَيِّنَةُ
[Al-Bayyinah 98:1]
, nor in the verse:
Indeed, those who have believed and those who were Jews and the Sabeans and the Christians and the Magians and those who associated with Allah - Allah will judge between them on the Day of Resurrectionإِنَّ الَّذِينَ آمَنُوا وَالَّذِينَ هَادُوا وَالصَّابِئِينَ وَالنَّصَارَى وَالْمَجُوسَ وَالَّذِينَ أَشْرَكُوا إِنَّ اللَّهَ يَفْصِلُ بَيْنَهُمْ يَوْمَ الْقِيَامَةِ
[Al-Hajj 22:17]

Or it can be said: They are included in the general term "polytheist women" in the verse of al-Baqarah, but the verse of al-Ma'idah indicates that the women of the People of the Book are an exception to the generality of the verse of al-Baqarah. Under either of these two possibilities or statements, there is no contradiction between the two verses, for the verse of prohibition is applied to one type of disbelievers, and the verse of permissibility is applied to another type of them. This is what the majority of the Companions (may Allah be pleased with them) said, if they did not reach a consensus on it. Ibn Jarir mentioned in his tafsir their consensus on the permissibility, and he ruled that the denial of 'Umar (may Allah be pleased with him) is weak.
regarding Talhah ibn 'Ubayd Allah marrying a Jewish woman, and regarding Hudhayfah ibn al-Yaman marrying a Christian woman, is weak in terms of its chain of narration and due to the contradiction of a stronger narration against it. He mentioned that his dislike and the dislike of his son 'Abdullah (may Allah be pleased with them both) of it might have been out of fear that Muslims would persist in marrying women from the People of the Book and continue to do so, following the example of Hudhayfah and Talhah and 'Uthman (may Allah be pleased with them), and neglecting marriage to Muslim women. In that lies a contradiction of the advice of the Prophet (peace and blessings be upon him) to his Ummah to choose from women those who possess religion, and there is no doubt that a Muslim woman is better than a woman from the People of the Book in terms of religion. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
