Q: I am in charge of the (Musim) post office, and there are expatriates and others in this town who sometimes bring envelopes containing a medium-sized mushaf, and they want to send them to non-Arab countries, most of whose inhabitants are disbelievers. Is it permissible to send the Noble Qur'an to these countries? Knowing that it was reported in al-Bukhari and Muslim from Ibn 'Umar (may Allah be pleased with them both) who said:Sunan Abi Dawud 2610 , agreed upon by al-Bukhari and Muslim.
A: If the recipient of the mushaf is a Muslim, there is no harm in sending it, whether the country is Arab or non-Arab, and whether its people are
Muslims or non-Muslims; because, in the situation described, the hands of the disbelievers will not reach it, as it was not sent to them and they did not come to mind. Except if the country where the Muslim recipient of the mushaf resides is a hostile country, or if the mushaf is not safe from being taken by the disbelievers from the hand of the recipient or from the postman, then sending the mushaf to him is prohibited; acting in accordance with the authentic hadith mentioned in the question.
