The fourth question of Fatwa No. ( 829 ):
Q4: If reciting Surat al-Ikhlas three times is equivalent to the reward of reciting the Qur'an, does a Muslim commit a sin if he leaves off reciting the Qur'an and suffices with reciting this surah?
A4: It is established from the Messenger of Allah (peace and blessings be upon him) that he said:
Religion is sincerity (An-Nasihah).' They said: 'To whom, O Messenger of Allah?' he said: 'To Allah, to His Book, to His Messenger, to the imams of the Muslims, and to their common folkالدين النصيحة ثلاثًا، فقيل: لمن يا رسول الله؟ قال: لله ولكتابه ولرسوله ولأئمة المسلمين وعامتهم

, and advice to the Book of Allah the Exalted is by reciting it, reflecting on its verses, taking admonition from its warnings, and standing by its limits by obeying its commands and avoiding its prohibitions. There is no doubt that sufficing with reciting Surat al-Ikhlas without the rest of the Book of Allah does not align with advice to the Book of Allah. Nor can one who suffices with that give advice to himself regarding the reward and recompense he obtains from reciting the Book of Allah, the increase in faith, the knowledge of rulings regarding what is lawful and forbidden, what is obligatory, recommended, and disliked, the etiquette of the Qur'an, and adopting its character. It is sufficient as a deterrent against leaving off the recitation of the Book of Allah that the servant diminishes these matters. The Messenger of Allah (peace and blessings be upon him), despite his knowledge of the virtue of this surah and his informing that it equals a third of the Qur'an, and despite his eagerness for the great reward
and recompense, did not restrict himself to reciting this surah, but rather he was constant in reciting the rest of the Book of Allah. And Allah the Exalted said:
There has certainly been for you in the Messenger of Allah an excellent patternلَقَدْ كَانَ لَكُمْ فِي رَسُولِ اللَّهِ أُسْوَةٌ حَسَنَةٌ
[Al-Ahzab 33:21]
. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
