The second question of Fatwa No. ( 4963 ):
Q2: Which is better, reciting the Qur'an or engaging in tasbih, tahlil, istighfar, and du'a between the adhan and the iqamah in my Fajr and Maghrib prayers? I hope for your guidance?

A2 : Reciting the Qur'an is better, unless there is something that necessitates the preference of other acts; such as tasbih, tahmid, takbir, and tahlil in places of the prayer where the Sunnah indicates that dhikr is prescribed with them, and likewise after the prayer regarding what has evidence for the prescription of acts after it. The rule is: that any dhikr specifically designated by the Shari'ah for a time or place takes precedence over others in that time or place. Indeed, reciting the Qur'an is prohibited in certain places, and other forms of dhikr are made specific there; such as tasbih in ruku' and sujud. And success is from Allah. May Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
