Which is better: reciting the Qur'an or making du'a' before Fajr and Maghrib

Fatwa number ( 15929 )
Q: Which is better: reciting the Qur'an or saying tasbih, tahlil, and du'a', and that is before the Fajr and Maghrib prayers?
A: The principle is that reciting the Qur'an is better than dhikr, except in times designated for specific dhikr, such as after the prayers and in the morning and evening. In these times, the specific dhikr is better than reciting the Qur'an; because it is possible to recite the Qur'an at other times, so it is not missed, unlike the designated dhikr, which is missed when its time passes. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
