The second question of Fatwa No. ( 143 ):
Q2: If a man asks for a ruqyah (healing by Qur'anic recitation) due to pain, and the practitioner writes some Qur'anic verses for him and says, "Put them in water and drink it," is this permissible or not?
A2: A response has previously been issued by the Department of Ifta regarding a question similar to this one. The text of that response is as follows: Writing something from the Qur'an in a cup or on a piece of paper, washing it, and drinking it is permissible; due to the generality of the statement of Allah the Exalted:
And We send down of the Qur'an that which is healing and mercy for the believers
وَنُنَـزِّلُ مِنَ الْقُرْآنِ مَا هُوَ شِفَاءٌ وَرَحْمَةٌ لِلْمُؤْمِنِينَYou should take the two that bring healing: Honey and the Qur’an.
عليكم بالشفاءين العسل والقرآنThe best of medicine is the Qur'an
خير الدواء القرآنIbn Abbas (may Allah be pleased with them both): (If a woman has difficulty in childbirth, take a clean vessel and write on it)
It will be - on the Day they see that which they are promised
كَأَنَّهُمْ يَوْمَ يَرَوْنَ مَا يُوعَدُونَIt will be, on the Day they see it, as though they had not remained
كَأَنَّهُمْ يَوْمَ يَرَوْنَهَا لَمْ يَلْبَثُواThere was certainly in their stories a lesson for those of understanding
لَقَدْ كَانَ فِي قَصَصِهِمْ عِبْرَةٌ لأُولِي الأَلْبَابِ[All] praise is [due] to Allah, Lord of the worlds -
الْحَمْدُ لِلَّهِ رَبِّ الْعَالَمِينَIt will be - on the Day they see that which they are promised - as though they had not remained [in the world] except an hour of a day. [This is] notification
كَأَنَّهُمْ يَوْمَ يَرَوْنَ مَا يُوعَدُونَ لَمْ يَلْبَثُوا إِلا سَاعَةً مِنْ نَهَارٍ بَلاغٌIt will be, on the Day they see it, as though they had not remained [in the world] except for an afternoon or a morning thereof.
كَأَنَّهُمْ يَوْمَ يَرَوْنَهَا لَمْ يَلْبَثُوا إِلا عَشِيَّةً أَوْ ضُحَاهَاone), and Ibn al-Qayyim also said: (A group of the Salaf saw that he should write the verses from the Qur'an for him and then drink them. Mujahid said: There is no harm in writing the Qur'an, washing it, and giving it to the sick person to drink. Similarly, it was reported from Abu Qilabah ). This is the end of the words of Ibn al-Qayyim . And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
