Ruling on the voluntary prayer on the Wednesday of the last month of Safar

The fourth question of Fatwa No. ( 1619 ):
Q4: Some scholars in our country claim that in the religion of Islam there is a voluntary prayer performed on the last Wednesday of the month of Safar, at the time of the Duha prayer, consisting of four rak'ahs with one taslim. In each rak'ah, one recites the opening of the Book
and Surat al-Kawthar seventeen times, Surat al-Ikhlas fifty times, and the two Mu'awwidhat once each. One does this in every rak'ah and then says the taslim. When one says the taslim, one begins to recite:
And Allah is predominant over His affair, but most of the people do not know.
وَاللَّهُ غَالِبٌ عَلَى أَمْرِهِ وَلَكِنَّ أَكْثَرَ النَّاسِ لاَ يَعْلَمُونَA4: We know no basis for this voluntary prayer mentioned in the question in the Book or the Sunnah, and it has not been established for us that anyone from the Salaf of this Ummah or the righteous of the Khalaf performed this voluntary prayer. Rather, it is a denounced religious innovation. It is established from the Messenger of Allah (peace and blessings be upon him) that he said:
He who did any act for which there is no sanction from our behalf, that is to be rejected.
من عمل عملاً ليس عليه أمرنا فهو رد'A'isha reported Allah's Messenger (ﷺ) as saying: He who innovates things in our affairs for which there is no valid (reason) (commits sin) and these are to be rejected.
من أحدث في أمرنا هذا ما ليس منه فهو ردprayer and what is mentioned with it to the Prophet (peace and blessings be upon him) or to any of the Companions (may Allah be pleased with them) has committed a great lie, and he deserves from Allah the punishment due to liars. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
