The second question of Fatwa No. ( 5848 ):
Q2: Was a messenger sent to the jinn before our master Muhammad (peace and blessings be upon him), and were they created before the humans? What is their Shari'ah?
A2: Allah sent Muhammad (peace and blessings be upon him) to all of the two groups: the humans and the jinn. Allah the Exalted said:
And We have not sent you except comprehensively to mankind as a bringer of good tidings and a warnerوَمَا أَرْسَلْنَاكَ إِلا كَافَّةً لِلنَّاسِ بَشِيرًا وَنَذِيرًا
[Saba 34:28]
, and He said:
Say, "What thing is greatest in testimony?" Say, "Allah is witness between me and you. And this Qur'an was revealed to me that I may warn you thereby and whomever it reaches.قُلْ أَيُّ شَيْءٍ أَكْبَرُ شَهَادَةً قُلِ اللَّهُ شَهِيدٌ بَيْنِي وَبَيْنَكُمْ وَأُوحِيَ إِلَيَّ هَذَا الْقُرْآنُ لأُنْذِرَكُمْ بِهِ وَمَنْ بَلَغَ
[Al-An'am 6:19]
, and He said:
(29) And [mention, O Muhammad], when We directed to you a few of the jinn, listening to the Qur'an. And when they attended it, they said, "Listen quietly." And when it was concluded, they went back to their people as warners. (30) They said, "O our people, indeed we have heard a [recited] Book revealed after Moses confirming what was before it which guides to the truth and to a straight path. (31) O our people, respond to the Messenger of Allah and believe in him; Allah will forgive for you your sins and protect you from a painful punishment. (32) But he who does not respond to the Caller of Allah will not cause failure [to Him] upon earth, and he will not have besides Him any protectors. Those are in manifest error."وَإِذْ صَرَفْنَا إِلَيْكَ نَفَرًا مِنَ الْجِنِّ يَسْتَمِعُونَ الْقُرْآنَ فَلَمَّا حَضَرُوهُ قَالُوا أَنْصِتُوا فَلَمَّا قُضِيَ وَلَّوْا إِلَى قَوْمِهِمْ مُنْذِرِينَ (29) قَالُوا يَا قَوْمَنَا إِنَّا سَمِعْنَا كِتَابًا أُنْـزِلَ مِنْ بَعْدِ مُوسَى مُصَدِّقًا لِمَا بَيْنَ يَدَيْهِ يَهْدِي إِلَى الْحَقِّ وَإِلَى طَرِيقٍ مُسْتَقِيمٍ (30) يَا قَوْمَنَا أَجِيبُوا دَاعِيَ اللَّهِ وَآمِنُوا بِهِ يَغْفِرْ لَكُمْ مِنْ ذُنُوبِكُمْ وَيُجِرْكُمْ مِنْ عَذَابٍ أَلِيمٍ (31) وَمَنْ لاَ يُجِبْ دَاعِيَ اللَّهِ فَلَيْسَ بِمُعْجِزٍ فِي الأَرْضِ وَلَيْسَ لَهُ مِنْ دُونِهِ أَوْلِيَاءُ أُولَئِكَ فِي ضَلالٍ مُبِينٍ
[Al-Ahqaf 46:29-32]

, and He said:
(1) Say, [O Muhammad], "It has been revealed to me that a group of the jinn listened and said, 'Indeed, we have heard an amazing Qur'an. (2) It guides to the right course, and we have believed in it. And we will never associate with our Lord anyone.قُلْ أُوحِيَ إِلَيَّ أَنَّهُ اسْتَمَعَ نَفَرٌ مِنَ الْجِنِّ فَقَالُوا إِنَّا سَمِعْنَا قُرْآنًا عَجَبًا (1) يَهْدِي إِلَى الرُّشْدِ فَآمَنَّا بِهِ وَلَنْ نُشْرِكَ بِرَبِّنَا أَحَدًا
[Al-Jinn 72:1-2]
. These verses and what came with their meaning indicate the universality of his (peace and blessings be upon him) message to the humans and the jinn, and that the Shari'ah of the jinn is the Islamic Shari'ah. As for whether they were created before the humans or after them, this has no effect on their obligation to follow the Islamic Shari'ah. As for whether a specific messenger was sent to them, we do not know that. And success is from Allah. May Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
