The Shaykh : Zakat al-Fitr is obligatory and a duty, based on the statement of Ibn 'Umar (may Allah be pleased with him and his father):
The Prophet (peace and blessings be upon him) made the charity of Fitr obligatory as a sa' of dates or a sa' of barley for the young and the old, the free and the slave, the male and the female among the Muslims. فرض النبي صدقة الفطر صاعا من تمر أو صاعا من شعير على الصغير والكبير والحر والعبد والذكر والأنثى من المسلمين
It is like other obligations in that every person is addressed directly regarding it. So you, O person, are addressed to pay the zakah for yourself, even if you have a father or a brother. Likewise, a wife is addressed to pay the zakah for herself, even if she has a husband. However, if the head of the family wishes to pay the zakah for his family, there is no blame on him. So if this man has a father who provides for him, and the father pays the zakah for him, i.e., for his son, there is no blame on him and nothing wrong with it.
