Fatwa number ( 11461 ):
Q: The love for Ayatollah Khomeini and his Iranian Shia revolution has spread among the young Muslims in Nigeria . These young people believe that there is no state in the Islamic world that rules by what Allah has revealed except the Iranian state, and that there is no Muslim head of state except Ayatollah Khomeini . Now, their call has begun to spread in Nigeria , so we ask you for a sufficient clarification regarding the reality of the Iranian Shia and the head of this state, Ayatollah Khomeini , and what he calls for.
And, if Allah wills, if we find that, we will try to translate it into our Hausa language and the English language so that we may get rid of this belief in our land. This is because the Iranian Republic sends many books to the Muslims in Nigeria every month. So give us a ruling, may Allah reward you with good, and may Allah bless you.
A: The claim made by these young men that there is no state in the Islamic world that rules by what Allah has revealed except the Iranian state, and that there is no Muslim head of state except Ayatollah Khomeini , is a false claim, indeed a lie and a fabrication. The reality of the Iranian state and its head bears witness to this in terms of creed and knowledge. For, the Imami Shia the Twelvers have transmitted in their books from their Imams that the Qur'an which was compiled by Uthman ibn Affan (may Allah be pleased with him) through the memorizers of the Qur'an from among the Companions has been distorted by adding to it, subtracting from it, changing some of its words and sentences, and deleting some of its verses and chapters. This is known by anyone who reads the book [Fasl al-Khitab fi Tahrif Kitab Rabb al-Arba'ib] written by Husayn ibn Muhammad Taqi al-Nuri al-Tabarsi on the distortion of the Qur'an, and similar works written in defense of the Rafidah and support of their madhhab, such as [Minhaj al-Karamah] by Ibn al-Mutahhar. They also turn away from the collections of authentic Sunnah, such as the Sahihs of al-Bukhari and Muslim , and do not consider them a reference for them in deriving rulings in creed and jurisprudence, nor do they rely on them in interpreting and explaining the Qur'an. Rather, they have innovated books on hadith and established for themselves principles that are not
sound, to which they refer in distinguishing, in their claim, the weak from the authentic. They have made it one of their principles to refer to the sayings of the twelve infallible Imams, in their claim. So where do they have the knowledge of the mass-transmitted Qur'an and the authentic Sunnah, and the established principles and rulings of the Shari'ah, to apply to the cases of their Iranian nation which they judge? And how can it be said, in light of this, that there is no Muslim head of state except Ayatollah Khomeini , who said in his book [Al-Hukumat al-Islamiyyah] under the title of "Creative Authority" (p. 52): "The Imams have a praiseworthy station and a high degree, and a creative caliphate to which all the atoms of this universe are subject to their authority and control. And it is a necessity of our madhhab that our Imams have a station that no angel brought near can reach, and no sent prophet can reach." End of quote. This is indeed blatant lying and clear slander. We advise you to read the book [Mukhtasar al-Tuhfah al-Imamiyyah] by the scholar Mahmud Shukri al-Alusi , and the treatise [Al-Khatut al-'Ariḍah] by Muhibb al-Din al-Khatib , and the book [Minhaj al-Sunnah al-Nabawiyyah fi Naqd Kalam al-Shi'ah wa al-Qadariyyah] by the scholar Shaykh Ahmad ibn Abd al-Halim ibn Taymiyyah, and the book [Al-Muntaqa min Minhaj al-Sunnah] by al-Dhahabi . And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
