And I will tell you the opinion of the jurists regarding the issue of qunut in times of calamity:
Some of the scholars say: The qunut in times of calamity is not recited except by the highest leader of the state only; no one else recites it. And this is the well-known position of the Hanbali school, may Allah have mercy on them, where they said: Except if a calamity befalls the Muslims, then the supreme imam recites qunut in the obligatory prayers. And based on this, it is not recommended for the people ever to recite qunut. And they reasoned this by saying: That the Messenger (peace and blessings be upon him) did not recite qunut in times of calamity. But this opinion is weak, because the Prophet (peace and blessings be upon him) is the legislator.
And some of the scholars said: The imam recites qunut, the imam of the mosque, each in his mosque.
And some of them said: Every worshipper recites qunut. And this is the stronger position, that every worshipper recites qunut. But the imam in the congregation does not recite qunut except after the approval of the rulers. If they say: Recite qunut, we recite it aloud, and if they remain silent, we remain silent. But we do not remain silent regarding making du'a for our brothers in Chechnya. And let it be known that Chechnya is an Islamic Republic and the Russians are an atheistic nation. Have you not seen that Allah said:[Ar-Rum 30:1-5] even though it was the victory of the Romans, and they are Christians, over the Persians, and they are Zoroastrians. All of them are disbelievers. But there is no harm in the believer rejoicing in the victory of one who has good for the Muslims, even if he is a disbeliever.
