The Shaykh mentioned a principle of usul al-fiqh (the principles of jurisprudence) concerning the words of generality and specificity that aids in understanding the texts.

The Shaykh : Here, too, is a principle of usul al-fiqh (the principles of jurisprudence) similar to the previous one. The hadith says: "Only he who wears this jacket of silk..." meaning: everyone who. This is one of the words of generality and comprehensiveness in the language of the Arabs and in the science of usul al-fiqh (the principles of jurisprudence). For example, when our Lord (Mighty and Majestic) says:
(18) Whoever should desire the immediate - We hasten for him from it what We will to whom We intend. Then We have made for him Hell, which he will [enter to] burn, censured and banished. (19) But whoever desires the Hereafter and exerts the effort due to it while he is a believer - it is those whose effort is ever appreciated [by Allah]. (20) To each [category] We extend - to these and to those - from the gift of your Lord. And never has the gift of your Lord been restricted.
[Al-Isra 17:18-20]
.
Whoever should desire the immediate
[Al-Isra 17:18]
Is it only men? Only women? No, "whoever" is one of the forms of generality and comprehensiveness. Everyone who desires the immediate, from both women and men, to the end of the verse. So here,
Whoever wears silk in this world will have no share in the Hereafter.
Sunan an-Nasa'i 5306Sahih (Darussalam)
includes women and men. Therefore, the hadith in its apparent indication includes even women. But this general text, limited by the word "whoever," is specified by the hadith I mentioned earlier when he said:
Permissible for women
Were it not for this specification of this hadith when the hadith distinguished between men and women:
These two are forbidden for the males of my nation, and permitted to the females.
Sunan Ibn Majah 3595Sahih (Darussalam)
Then this hadith came here:
Whoever wears silk in this world will not wear it in the Hereafter.
Sunan Ibn Majah 3588Sahih (Darussalam)
Where did we get this restriction: "from among the men"? From the previous hadith which forbids silk for men and permits it for women. From here it becomes clear that understanding the texts of the Book and the Sunnah requires that the one who understands, or the one who wants to understand the texts of the Book and the Sunnah, possess knowledge of what is called the science of usul al-fiqh (the principles of jurisprudence) and knowledge of what is known as the sciences or the etiquettes of the Arabic sciences. Because the word "whoever" here implies generality and comprehensiveness. So a person does not know that the hadith of the gathering includes it; silk is also forbidden for women, whereas there the prohibition was specified for men. It is said in this hadith, in summary: He who wears silk in this world from among the men, not the women, and the Messenger (peace be upon him) explicitly stated the permissibility of silk for women.
