If it is a country where a woman might ride with a driver alone and there is a fear that he might run away with her, as happens in some countries, then in this case, by way of blocking the means to harm, it is not permissible for her to ride alone with the driver. And it is even more so that it is not permissible for her to ride outside the city; this is more so, more so, and stronger, because of exposing herself to trial.
