Question:

K. al-'Arfajji) in place of her name, asks: What is the ruling on two women, or more, riding with a transport driver without a mahram, out of necessity, while they are wearing hijab and covered with the Shari'ah-prescribed covering, such as the transport of teachers or students for a fee?

Answer:
If the ride with the driver is not for travel, but within the town, there is no harm if there are two or more women; there is no blame. The mahram is required for seclusion if she is alone, but if there are two, three, or more, and there is no suspicion, there is no harm in that.
As for travel, no, she must not travel except with a mahram, and a single woman must not ride with a non-mahram driver, even within the town, because this is seclusion, and the Messenger of Allah (peace and blessings be upon him) said:
A man should not be alone with a woman, for Satan is the third among them.لا يخلون رجل بامرأة فإن الشيطان ثالثهما
