Is the supplication (O Allah, feed those who fed us and give drink to those who gave us drink) said when asking for rain or after eating?

Machine translationRead the Arabic original
The questioner : The hadith
O Allah, feed those who fed us and give drink to those who gave us drink

The Shaykh : how

The questioner : The hadith
O Allah, feed those who fed us and give drink to those who gave us drink

The Shaykh : Yes.

The questioner : Some scholars hold that this supplication is only said when asking for rain, not after eating. So what is the basis for... I mean, which of the two views is more appropriate or stronger in this issue?

The Shaykh : I heard this from one of our students from Homs who were granted permission to go to Kuwait and spread the Salafi call there. Then Allah decreed that he should die in Australia. He is Shaykh 'Abd al-Rahman 'Abd al-Samad Abu Yusuf.
It is true that the hadith came in this context, but since it is a supplication phrase, do you not think that if the feeding actually took place, it would deserve such a supplication? He had made this supplication before the feeding and before the giving of drink. In my view, we should not restrict it to the occasion of the hadith, as long as, as Allah the Exalted said,
the Hereafter is better for you than the first [life].
[Ad-Duhaa 93:4]
This is my view on this hadith. Please proceed.

The questioner : O Shaykh, if someone were to answer this hadith by saying that the statement of the Prophet (peace and blessings be upon him)
O Allah, feed those who fed us and give drink to those who gave us drink
was made regarding a habit he had, namely that the Prophet (peace and blessings be upon him) used to eat and drink milk before, and he made this supplication based on his usual habit beforehand, does that not indicate that this supplication is after the food itself?

The Shaykh : how

The questioner : I say that if someone were to answer by explaining this hadith as being after the feeding, it is because it was the habit of the Prophet (peace and blessings be upon him) to come to the cup and find milk in it and drink it.

The Shaykh : Yes, indeed.

The questioner : So when he came and did not find milk in the cup as was his habit, he said
O Allah, feed those who fed us and give drink to those who gave us drink
based on his habit of finding food and making the supplication.

The Shaykh : Yes.

The questioner : For those who gave him drink. So when he did not find this thing, he kept the supplication as it was, based on the original habit that the Prophet (peace and blessings be upon him) was accustomed to regarding the presence of food in general.

The Shaykh : But this is an opinion, as you say, a blessed opinion. But if he repeats the same question, the cycle returns, meaning in the subject matter. Allah knows best. We see the permissibility of saying it in such an occasion and after the food. Yes.
